Your authorised representative for packaging in Germany
From 12.08.2026 every seller without an establishment in Germany must appoint an authorised representative under Art. 45 of the EU Packaging Regulation (PPWR) in order to keep delivering to German customers. This applies from the 1st parcel, with no minimum quantity. We take on that role for you, with the experience of more than 20 years of our own cross-border shipping: volume reports, packaging register, contact with the authorities. For 170 € per year.
What we take on as your authorised representative
- We are your official representative towards the German authorities and the LUCID packaging register.
- We submit your volume reports to the dual system and to LUCID, on time and with proof.
- We keep track of your deadlines and remind you in good time.
- We store your records and present them to the authorities on request.
- We answer official enquiries about your packaging obligations.
What you have to do yourself
Only the LUCID registration has to be done by you, German law requires it (section 9 VerpackG). Our PDF guide comes prefilled with your data, effort about 15 minutes. After that you report your packaging volumes to us once a year. We do the rest.

Sign the power of attorney
By post as the original or electronically with a qualified signature, you have the choice. German law requires the written form.
Receive your LUCID guide
You receive your LUCID guide as a PDF, in your language and with your data already filled in. Next to it, every field name appears exactly as it does on your screen in the portal, so you find every field again.
Register in LUCID
You create your account and copy the entries from the guide. You have our representative ID from us, that is how you select us in LUCID. At the end you send us your LUCID number. Takes about 15 minutes.
We take over the reporting
We confirm the appointment and report your volumes to the dual system and to LUCID. You receive all records.
1 date per year
Once a year you enter your volumes through a link and receive 1 invoice. That is all.
What it costs
From 1,000, 5,000 and 10,000 kilograms the price per kilogram decreases. The order form calculates your exact total. All prices plus VAT; with a valid EU VAT number the reverse charge procedure applies. Payment by credit card, PayPal or bank transfer.
Who the obligation applies to
It applies to every company without an establishment in Germany that delivers packaged goods directly to end customers in Germany. The sales channel makes no difference:
- Online shops from the EU and from non-EU countries shipping to Germany
- Sellers on marketplaces such as Amazon, eBay or Etsy
- Also with only a few shipments per year

What happens if I do not appoint an authorised representative?
From 12.08.2026 shipping to Germany without an authorised representative breaches German packaging law. Fines of up to 200,000 € and a ban on selling are possible.
I have never reported anything. Is that a problem?
The register and reporting obligations have applied to foreign sellers since 2019, most sellers do not know about them. We put you on a correct footing from the start of the contract.
Which language does the booking run in?
Booking runs in your language. The power of attorney is issued in 2 languages; the German version required by German law is the binding one.

Behind rep-germany.de stands R&R Vivendi GbR from Bad Bentheim in Germany, run by 2 entrepreneurs: Roman Rötting and Roman Breitenbach. You do not reach an anonymous hotline here, you reach the owners.
Roman Rötting runs several trading companies focused on e-commerce. He has been shipping goods abroad for more than 20 years, through his own online shops, Amazon and eBay, his companies are registered in the LUCID packaging register, he reports his own packaging volumes and appoints authorised representatives in Austria and other countries for his foreign sales.
Roman Breitenbach is a web developer and entrepreneur. He builds and runs the complete technical side of rep-germany.de, from booking through to the volume report.
